Hail Hydra was a short-lived meme, but it had high memetility - it could be used to recontextualize many different situations, turning each into a new story. By contrast, doge is a much more widespread meme but with much lower memetility. All you can do with it is wrap it around a couple of nouns and adjectives, but it doesn’t actually express or change much of anything.
